It could be

It depends. Are you trying to say that the car is driven by man, as in mankind? If so this would be correct. However, if you are not trying to say this, well, any other use of this statement is wrong.

I think the answer you want is "The car is driven by A man" since "man" is a count noun, and by agreement all count nouns in the singular form for English must be preceded by an article. And yes, that would be right. Certain sentences will sound more awkward in the passive voice, but such simplistic ones without complex auxiliaries/ modal verbs or specific arguments seldom do.

What should be noted, though, is that obeying the rules for word ordering (syntax) in English does not mean obeying its semantic (meaning) rules. Certain words have a constraint/ limit to their meanings, for example, the word "drink" must be followed by a liquid. One famous example of a syntactically correct, but ultimately meaningless sentence is Noam Chomsky's "Colourless green idea sleep furiously".
